Public Library Districts
Wisconsin statutes establish four existing methods of public library organization and governance, and WLA proposes a fifth option - public library districts.
A public library district is:
- a different way to structure local property tax supported library service, not a new layer of government
- a matter of community choice, as are the other methods of public library organization and governance
- an independent taxing authority that establishes and operates the public library
- the way 15% of libraries in the nation already are organized
