While attending graduation ceremonies in May, I was reminded that as academic librarians we have an influential role in the development of these college graduates. Their successes are also our successes through the services we provide to them both as students and alumni. That realization provides a lot of satisfaction for what we do--and do well. Keeping our skills current is key to our part in this process. That is why having opportunities for growth and enrichment, such as the spring conference provides, is so important. This year's conference co-chairs, Julie O'Keeffe and Mary Rieder, did an outstanding job along with the conference committee of Ruth Bessant, Carolyn Colwell, Pete Gilbert, Sylvia Linton, Stefan Smith, Andi Van Groll, and Irene Zimmerman. Quality programs were presented by nationally-known speakers, faculty from Wisconsin universities, and WAAL members. Topics ranged from the technical to various aspects of communication. I'd like to thank the Committee, the presenters, and everyone who attended for providing and participating in excellent programs and networking. Programming is one aspect of WAAL that really works for us as members. There are ample opportunities for good professional development at a low cost. In addition to this spring conference, the coming summer workshop and fall WLA conference will offer more programs to challenge our thinking and sharpen our skills. These conferences and workshops are an easily accessible way to help us continue to achieve successes with those graduates-in-waiting, as well as other clientele. Her Current Activities: Co-Chair 2000 WAAL Conference Planning Committee; Member 1999 WAAL Conference Planning Committee; Poster session co-presenter at 1999 WAAL Conference; WLA and WAAL member since 1990; ALA, ACRL, and LITA member since 1997. Statement of Purpose/Intent: Having worked in both private and public academic libraries in Wisconsin in the past decade, I have found WAAL to be a unique organization for the educational and networking opportunities it provides. As WAAL Chair I would work toward continuing to grow WAAL's membership, particularly amongst the private colleges and universities, support staff, and early career librarians. I'd also encourage existing members to strengthen their professional skills, meet lots of interesting and fun people, keep up with the library world's ever-changing technological advances, and become more active in the organization through attendance at WAAL-sponsored conferences and workshops, and participation in the many committee and presentation opportunities WAAL offers. ![]() Patrick J. Wilkinson Patrick has been Assistant Director for Public Services at Polk Library, UW Oshkosh. On July 1, he will become Associate Director & Chief Operations Officer of the library. His Current Activities: WLA Library Careers Committee; co-presenter at 1999 WAAL Conference; presenter at 1998 WAAL and WLA conferences. He will co-present a session on Internet access in medium sized academic libraries at WLA 2000. His Other Activities include UW System Library Automation Task Force's OPAC/Reference Working Group (1996 to 2000); UW Oshkosh Council of University of Wisconsin Libraries (CUWL) representative and will be CUWL's secretary for 2000-2001; member of UW-O's Senate of Academic Staff, and a member of the advisory board for the student union. Statement of Purpose/Intent: A new model of the academic library is emerging from the significant changes of the past twenty years. Libraries will be defined less by its buildings and collections and more defined by the competencies and imaginations of its professional staff. Thus, I believe that the two objectives of WAAL: "to provide an opportunity for discussion and exchange of ideas" and "to encourage professional growth" are very important. WAAL's activities that promote informed professional discussion and exciting conference programming contribute to making librarians able to keep the academic library at the center of a campus' intellectual life. ![]() Cindy Gandrud Cindy is Head of Cataloging at UW-River Falls where she has worked since 1989. Her current activities: She has been a member of ALA, WLA, and WAAL since 1989. Her WAAL committee involvement has included the Nominations Committee in 1995, 1997, and chair in 1998. She also served on the Library Legislation Committee in 1999 and the WAAL Board in 1998. She has also given presentations at WAAL annual conferences in 1995, 1997, and 2000. Cindy serves on the WLA Library Careers Committee. She is currently chair of the UW System Task Force on Cataloging Full Text Journals in Aggregator Databases. Statement of Purpose/Intent: I have been active in academic library related issues in Wisconsin for over a decade. My involvement in WAAL and ALA has given me an opportunity to meet and work with librarians all across the state. Through those contacts, I have come to know and appreciate the many issues our profession is facing. I feel my strengths are in organizing and providing access to information - attributes that would serve me well as WAAL Secretary. I would consider it a privilege to be selected as the Secretary of WAAL. |
![]() Maureen Powless Maureen is currently the Personnel Librarian at the Golda Meir Library, UW-Milwaukee. Her recent WAAL activities include being the current Secretary of WAAL (which she loves) and serving on the Information Literacy Committee. In the past she has served as a member of the Conference Planning Committees for the 1996 and 1997 WAAL conferences. WLA activities include serving as the Chair of Social Responsibilities Round Table (SRRT). She is actively involved in campus activities at UW-Milwaukee, and was recently elected to the Senate of the Academic Staff. Statement of Purpose/Intent: In my role as Personnel Librarian, I have the opportunity to work with all of our staff, including new librarians. I try to encourage them from the time they are hired to join WAAL and to become involved in everything the organization has to offer them. Serving on the WAAL Board has furthered my belief that WAAL is a strong organization because of the librarians who are involved in it. I have grown both personally and professionally from my own involvement with WAAL and its members, and would welcome the opportunity to continue in the role of Secretary. |

The 2000 WAAL Conference was a great success, generating rave reviews and a healthy profit for our organization. The annual conference was held April 12-14 at the historic Ramada Plaza Hotel in Fond du Lac. Approximately 240 attendees chose from 26 programs and preliminary results indicate most were very pleased with the offerings. The conference location also proved to be a good fit for our group; all programs and events were held on the same floor, with ample room for chatting and relaxing between programs. The conference offered attendees plenty of time to network and socialize. Four meal functions were well attended as was the poster session featuring informative presentations and a tantalizing array of appetizers. The unofficial conference theme of "Beer, Bass, and Books on Lake Winnebago" was a hit, resulting in over 75 T-shirt sales. Thursday evening's post-dinner entertainment was a hit also. Five finalists competed in a three-round trivia competition, vying for a coveted conference T-shirt. Thanks to Jacqueline Rice, Charles Marx, Phyllis Holman Weisbard, Paul Beck and student scholarship winner Alissa La Chapelle for their good sportsmanship and participation. While the first question "In what movie did Charlton Heston hold up two stone tablets?" drew some boos from the audience, audience members were not so vocal when faced with "In what country do children celebrate both Mother's and Father's Day by tying their parent up in bed and demanding money or treats as ransom?" (The answer is Yugoslavia). La Chappelle came away with the prize and the title of WAAL Trivia Champion. Thanks to everyone who volunteered their time and effort to make this year's conference another success. Special thanks to our WAAL colleagues who presented programs and to the crack team of Peter Gilbert and Mark Beatty, whose technological wizardry enabled Internet connections and computer presentations to function flawlessly. Kudos also to conference co-chairs Mary Reider and Julie O'Keeffe and to the conference committee for their hard work. Mark your calendars now for next year's conference April 18-20 in La Crosse. Summary of the January 21, 2000 WAAL Board Meeting Minutes |

Paul Nelson, Chair of the Library Development and Legislation Committee discussed how the LD&L committee fits into the structure of WAAL. He asked that all divisions have legislative issues as an item for discussion on their agendas and keep in contact with him regarding input on any legislative issues. Paul also discussed a three-page handout dealing with the Legislative Network, the Legislative Assembly, and the Legislative Advocate. Leanne Hansen, Chair, reported on WAAL membership statistics as of January 20, 2000. WAAL received $4326.00 from WLA for our budget. All units are being advised to be fiscally cautious with their budgets this year. Michael Strahan is resigning from his position as Editor of the WAAL Newsletter. He has indicated he has obligations at Northern Michigan and no longer has time for this responsibility. Mike was the co-Editor, 1995-97, and the Editor since 1998. The Publications Committee needs to make a new appointment. SPARC (Strategic Planning and Revitalization Conference) will meet at Appleton Public Library on Friday, March 17, 2000. Leanne Hansen and Nancy McClements will attend. Join the WLA Foundation - they want to raise $55,000.00. There is a $250.00 award available for the 2nd annual club competition. Members of the Education Roundtable voted to dissolve. That Decision was approved by WLA. Nancy McClements, Vice-Chair/Chair-Elect, needs to find a conference Chair and Co-Chair for the 2001 WAAL Conference in LaCrosse. Nancy is serving on the Finance Committee and needs to become a member of ACRL. Ed Van Gemert, Past Chair, needs to locate a conference site for 2003. Some suggestions are Stevens Point, Madison, or Milwaukee. David Null, ACRL Liaison, reported on the Chapters Council meeting held at ALA Midwinter in San Antonio. The newsletter is available on the Web. ACRL is holding a pre-conference in Chicago on Friday, July 7 on legislative advocacy. A discussion was held, and a motion was made, that WAAL send the three LD&L representatives to the pre-conference, if they can and are interested. The representatives who do attend will then report back in the newsletter or at WLA. Another discussion was held regarding the grants available for funding Initiative Programs. $500 - $2500 is available. Suggestions for possible grant requests included bringing the Information Literacy Immersion program to Wisconsin, inviting non-members from Wisconsin libraries to WAAL, and using the funding to tie into our own Professional Development Workshop. Julie O'Keeffe and Mary Rieder, WAAL 2000 Conference Chairs reported on the current progress and plans for the upcoming WAAL conference in Fond du Lac. |
Cris Prucha, Information Literacy, reported on the committee's recent activities. The Best Practices will soon be on the website and Eugene Engeldinger will be discussing the implementation of the competencies at the WAAL conference. David Null discussed the CORE competencies for Reference Librarians who are doing instruction. Mary Jo Koranda, Directory, reported that the new directories have been mailed to all members. Send all corrections to the committee. A discussion of the guidelines for inclusion in the directory was held, and a motion was made to edit the directory. Leanne Hansen suggested we regularize the publication process of the Directory. Evelyn Payson, Membership, reported that the contact for non-renewal is usually in February. Please encourage all non-members in your library to join. There is very low membership from private institutions in the state. Janet Padway, Nominations, announced that the committee will be seeking nominations for Vice-Chair/Chair-Elect (3 years), Secretary (1 year)-names by mid-February. Awards: Librarian of the Year and Library of the Year, nominations by mid-May. Paula Ganyard, Professional Development, announced there are three $250 awards available for support staff to attend WAAL, as well as 4 student awards. Mentors are needed for the students. Planning for the summer workshop will take place at the WAAL conference. Rose Trupiano, Publications, reported that Mike Strahan has completed the Spring Newsletter, and that she will need to find a replacement for him before the end of this summer. Rose congratulated Kathy Schmidt for doing such a great job with the website. Nancy McClements announced that the WAAL conference planning document with guidelines needs to be updated and moved to the WAAL website. Leanne Hansen announced that last year's WAAL Board approved planned expenditures for project money. In July we will consider whether or not to have a legislative member on the WAAL Board. Lisa Strand, WLA Executive Director, reported that it was a good legislative year for WLA, and that a complete report of information is available on the WLA website. The WLA agenda for 2001 includes: LD&L involvement in the State Superintendents' race, creation of listservs for members, building WLA membership, and improving legislative involvement. WLA will have a more focused relationship with the Strategic Planning & Revitalization Conference (SPARC). WLA supports efforts to publish; a report will be forthcoming from the Publications Committee. Leanne Hansen, Chair, reported that the budget is in good shape. WLA is healthier because of financial investments. Leanne and Nancy McClements attended the SPARC meeting in Appleton on March 17, 2000. Nancy McClements, Vice Chair/Chair-elect, announced that Paul Beck will chair the Conference Committee for next year's WAAL conference in LaCrosse. There is not a co-chair yet; volunteers are still needed. Rose Trupiano is the new Editor of the WAAL Newsletter. Nancy also reported from the Finance Committee that money has been given to the WLA Foundation. Ed Van Gemert, Past Chair, reported that he has scheduled appointments to look at two potential sites for the 2003 WAAL conference: the Country Inn in Pewaukee and the Four Points Sheraton in Milwaukee. Tentative dates for that conference are April 9-11; however, these may change depending on the dates for the ACRL conference that year. David Null, ACRL Liaison, reported that we did not submit a grant proposal to ACRL; timing and deadlines are a problem for the long term planning process. If we are willing to try again for next year, the deadline is March 15, 2001. The funding from that grant would then be available in September. Activities seem to work better in terms of receiving funding, so the Professional Development summer workshops have the potential for being successful. Leanne added that WAAL should consider submitting proposals for papers, poster sessions, and panel presentations to ACRL for the next conference in March, 2001 in Denver. Mary Williamson, Member-at-Large, discussed the conflict between the timing of the Leadership Conference (held every three years) and the term of office for the Member-at-Large (two years). Another discussion related to reasons for the decrease in new membership and the retention of new members to WAAL. Julie O'Keeffe and Mary Rieder, Conference Committee, announced changes in the conference schedule. There will be a few conference T-shirts available at the registration desk. A handout listing expenses for the speakers was passed out. Leanne and members of the Board thanked Julie, Mary, and members of the Conference Committee for all of their hard work. |
Cris Prucha, Information Literacy, announced the committee will be meeting in Madison on May 9th. The committee plans to apply to the Information Literacy Immersion Institute to have them come to Wisconsin for a regional workshop. Evelyn Payson, LD&L, discussed the Legislative activity Honor Roll Enrollment Form. She also said that public libraries did not fare well in the legislature. Current biennial budget discussions include funding additions to the BadgerLink proposal for the inclusion of a major encyclopedia. Evelyn also reported for the Membership Committee and expressed concern on how to get new members to participate in WAAL.
Paula Ganyard, Professional Development, announced the scholarship winners and the mentors. The summer workshop on Legislative Advocacy will be held in July or August (date will be announced) at the WLA office in Madison. Rose Trupiano, Publications, will be replacing Mike Strahan as the Editor of the Newsletter effective January 2001. Mike Strahan announced that May 15th is the deadline for getting items to him for the summer Newsletter. Leanne and the entire Board expressed their appreciation to Mike for his years of hard work and dedication as Editor of the Newsletter. A discussion of Old Business included an opportunity for two WAAL members who would be interested in attending the ACRL Pre-Conference on Legislative Advocacy to be held in Chicago on Friday, July 7th. Evelyn Payson will be attending for LD&L, Peter Gilbert and Gloria Holz declined. An invitation will be extended at the Business Meeting. Another discussion was held concerning having a regular timeline for the publication of the Directory. New Business items included handouts from Mike Strahan outlining the changes he proposed making to the guidelines for publishing the Newsletter. The Board voted to accept the amended guidelines with corrections as discussed. Leanne discussed the e-mail regarding Legislative Communication from Paul Nelson to the WAAL Board. Kenneth Frazier, director of the General Library System at the University of Wisconsin-Madison, has won the American Library Association's Hugh C. Atkinson Memorial Award for 2000. The award recognizes outstanding achievement and "risk-taking" by an academic librarian who has contributed significantly to improvements in library automation, management, library development, or research.
According to a statement from the ALA award committee, "(Frazier) embodies the variety of qualities honored in this award-influential leadership, distinguished bravery, and remarkable innovation within and beyond our profession."
The committee reported that during the past 27 years, Frazier has shown remarkable political and professional effectiveness. He is highly regarded for his inspiration and guidance in launching and developing the Scholarly Publishing and Academic Resources Coalition (SPARC). Frazier is also an expert spokesperson for the library community in the current intellectual property revolution.
In addition, the award also recognized Frazier for facilitating the UW System's successful statewide adoption of a new-shared library catalog system. As chair of the CIC Library Directors Group, he helped to advance the CIC Virtual Electronic Library Project in partnership with OCLC.
Frazier will be honored July 10, 2000, at the American Library Association's annual conference in Chicago.

Charlotte A. Slocum joined the Library in April as the new College Librarian, replacing Dennis Dickinson. Charlotte comes to Beloit from DePaul University in Chicago where she served as Head of the Technical Services Dept.
MARQUETTE UNIVERSITY
Dr. John Jentz, Humanities Reference Librarian, and Dr. James South, Assistant Professor of Philosophy, have been awarded funding from the University's Mellon endowment fund for a collaborative effort titled "Logic and Information Literacy Project." Piloting in Fall 2000, the effort will integrate information literacy into the introductory logic curriculum.

John N. Jax, Access Services Coordinator, participated in an invited study visit at the University of Bern, Switzerland for several weeks in late April and May, 2000.
UW-LA CROSSE
Michele Strange was appointed Access Services Librarian, following an 18-month period as Interim Circulation Librarian. She has over thirty years experience in libraries working in a variety of positions and institutions. Her previous experiences include Head of Government Publications at Northwestern University Library and Adjunct Professor at the Graduate School of Library and Informational Sciences, University of Missouri at Columbia.
Brian J. Finnegan was appointed Electronic Resources Librarian in January. Brian came to UW-L from the Health Sciences Library at Gundersen Lutheran Medical Center, La Crosse where he oversaw the library technical operations and managed the library of the Health Resource Center. He received his BA in Sociology from the University of Connecticut and an MLS from UW-Milwaukee.

Edie Dixon and Susan Barribeau have been named the 2000 Librarians-of-the-Year by their peers in the University of WisconsinMadison Librarians' Assembly. The annual awards recognize outstanding contributions to campus library services by two unclassified staff members of the General Library System--one who has worked for the system more than 10 years and another who has been on the staff 10 years or less. The assembly created the awards in 1989.
Dixon is a senior academic librarian in the Library Technology Group. She received the award for her crucial role in implementing, maintaining, and troubleshooting the new library catalog software for campus. This includes MadCat and technical modules used by staff in processing and circulating materials.
Barribeau, who joined the General Library System staff in 1992, is the system's first Web site manager. She also works in the Reference Department at Memorial Library and in Collection Development for electronic resources. She was cited for early and continuing promotion of the Internet to the UW-Madison community as well as for exemplary service to Memorial Library and the General Library System staff and patrons.
UW-MILWAUKEE
Last fall, with a major funding commitment from the UW System Administration, the UWM Golda Meir Library embarked on a large-scale project to recatalog the American Geographical Society Collection (AGSC). Materials in the AGSC include rare books, general books, atlases, maps, serials, globes, and photographic collections. The goal of the project is to create computerized bibliographic records and incorporate them into PantherCat (the Library's online catalog), thus replacing a catalog dating back to the 1850's. The AGSC recataloging project team consists of Liz Miller, the project team manager, Kathy Blume, Julee Bokelman, Christina DeSpears, Susan Foran, Wilma Giese, Catherine Hodge, and Robin Kildow.

The University of Wisconsin-Milwaukee School of Library and Information Science (SLIS) was recently recognized for its faculty productivity in a study appearing in Library Quarterly (v.70 no. 2, pp. 230-245). The study by John M. Budd of the University of Missouri-Columbia investigated publication productivity of faculty members and programs in library and information science in the United States. The UWM SLIS was ranked 4th nationwide in mean number of journal articles published per faculty member during the study time period and tied for 5th place in total number of journals articles published per institution. Two SLIS faculty members, Drs. Alexandra Dimitroff and Dietmar Wolfram, tied for 9th and 11th place respectively in the list of most productive faculty members.
Dr. Mohammed Aman, Dean of UWM SLIS, has been appointed interim Dean of UWM's School of Education. Aman will head both schools for the next year while a national search is conducted to fill the School of Education position.
Assistant Professor Elizabeth Buchanan has been awarded a Center Scholar Fellowship in the UW-Milwaukee Center for Instructional Professional Development (CIPD) for the 2000-2001 year. Five faculty members from various disciplines throughout UWM are awarded fellowships. Professor Buchanan will concentrate on the relationship of teaching and learning in distance education environments.
Dr. Ellen Greever has been appointed to the position of Assistant Professor. Dr. Greever brings to UWM-SLIS more than five years of teaching experience at the University of New Orleans and work experience in libraries in Ohio and Kentucky. Dr. Greever received her Bachelor's degree magna cum laude in History from Case Western Reserve University, a Master's in Library Science from the University of Kentucky and her Ph.D. in Library and Information Science from the University of North Carolina at Chapel Hill.
Dr. Don Spanner has been appointed to the position of Assistant Professor. Dr. Spanner received his M.L.I.S. in Library and Information Science, Ph.D. in History, M.A. in History and a B.A. (Combined Honors) in History and Political Science from the University Of Western Ontario, London, Ontario. Dr. Spanner's professional experience includes working as a Content Expert at the Microsoft Corporation's Encarta Division, and Archives course Instructor lecturing on Archival Acquisitions, Electronic Records and Archival Outreach.
SLIS alum, Michael Miller, has received UWM 2000 Graduate of the Last Decade (GOLD) Award. Mr. Miller was one of ten recipients selected for this year's award. Mr. Miller received the double master's in Library and Information Science and Urban Affairs in 1995 and a BA in Social Welfare in 1987 from UWM. Michael Miller is Staff Assistant to Milwaukee Mayor John O. Norquist. Prior to joining the Mayor's office, Michael has been active in the Milwaukee community. Mr. Miller's contributions to the SLIS have been noteworthy and he has been very active in recruiting minority students to the UWM and SLIS.
UW-OSHKOSH
Diane Urch, Assistant Director of Technical Services and Library Systems, will retire effective June 30, 2000. During her sixteen-year tenure as Assistant Director, Diane provided leadership for the implementation of three automated library systems at Polk Library: LS/2000 (1986), KeyNOTIS (1994), and Endeavor (1999-2000). She also managed the Library's acquisitions budgets for books, periodicals, audiovisual materials, and electronic resources. Besides library automation and acquisitions, Diane managed the Library's cataloging and preservation activities and served as the Library's liaison to many departments and colleges. In addition to her leadership in the library, Diane was active on campus, within UW System, and in the state.
As of July 1, 2000, Polk Library will have a new organizational structure. Patrick Wilkinson will be Associate Director & Chief Operating Officer and will assume the day-to-day management of all library services and personnel. The library will be organized around three departments: Access Services, Information & Instructional Services, and Technical Services. Jeanne Foley will be the department head of Access Services, Sarah Neises will be the department head for Information & Instructional Services, and Barbara Fahey will be the department head for Technical Services.
Paulette Feld, management information technician, is the winner of the 2000 outstanding support staff award from the Council of Library/Media Technicians. Ms. Feld has made significant contributions to the continuing growth and development of library support staff around the country through active involvement on the local, state and national levels. She will be featured in the May/June issue of Library Mosaics and will be recognized at the annual banquet of the Council of Library/Media Technicians conference in Chicago on July 7th.
UW-STOUT
Diana Slater, formerly of the UW-Madison Health Sciences Library, is now Reference/Instruction/Access Services Librarian.
VITERBO COLLEGE/UNIVERSITY
Viterbo College staff are playing musical chairs as it anticipates changing its name to Viterbo University on September 4, 2000. Sr. Jeanine Luger will step down as Head of Technical Services and work half time starting July 1st. Rita Magno will move from Information Services to assume the position of Head of Technical Services. David Wambold will move from Serials to the position of Head of Information Services. Jonathan Hinck will move from Technical Services to Serials and Archives Librarian. One staff position remains unfilled.
WAUKESHA COUNTY TECHNICAL COLLEGE
In January, the WCTC library hired a new reference librarian, Colleen Cullen, to help provide increased reference service and encourage more faculty, staff and students to use the wide variety of library resources. Colleen's work history includes many years of public service. Her previous position was Head of Adult Services at Warren-Newport Public Library in Gurnee, IL. During her 5 years there, she was actively involved in the expansion and renovation of the 54,000 sq. ft. library building, and the selection and implementation of a web-based library catalog. Colleen has her Baccalaureate in Social Work from Carroll College and an M.A. in Library and Information Science from University of Missouri-Columbia.
WISCONSIN STATE HISTORICAL SOCIETY
Nancy Mulhern will join State Historical Society Library on June 26th as the new Depository Librarian. Since 1992, Nancy has been in charge of government publications at the University of North Dakota, a regional depository. Before that, she was head of their periodicals department. Nancy's academic background is in art history, and she's interested in genealogy and history as well as government information. She has solid experience in both technical and public services and is deeply committed to outreach and access.
WISCONSIN PROJECT for AUTOMATED LIBRARIES (WISPALS)
On July 10th, Ellen Pedraza will begin as WISPALS Library Consortium Coordinator. Ellen will be the first permanent coordinator in the Consortium's ten year history. She will be based at Gateway Technical College-Kenosha Campus Library.
Ellen brings a wealth of experience to the position. In her previous position as academic librarian at UW-Parkside and head of the Area Research Center (Archives), she played an important role in the implementation of the Endeavor Voyager library automation system. She also has extensive experience in staff training, Web page development, multi-type library project management, and library instruction.
Ellen will replace Jerry Perona in the role of WISPALS Coordinator. He will continue serving as chair of the WISPALS Executive Committee.
COWL Name Changed to WiLSOn March 9, 2000, the Council of Wisconsin Libraries (COWL) voted to change its name to Wisconsin Library Services. Nearly thirty years ago the Council of Wisconsin Libraries (COWL) developed a program office to provide services to Wisconsin libraries. This program was initially named Wisconsin Interlibrary Loan Service (WILS), later changed to Wisconsin InterLibrary Services as the service expanded. The Council served as a governing and planning body while WILS has been the service organization operating under the direction and guidance of the Council. Following a yearlong review of mission and organization, the Council determined that the interests of resource sharing in the state would be best served by merging these two identities under a single name. As it was believed that "WILS" was more recognizable than "COWL," the decision was to retain this identity under the full name Wisconsin Library Services-WiLS. Legally the change is effective July 1st; however the new name will be used immediately on an informal basis.
